Recent studies
have confirmed what every tourism practicioner
knows in the modern era of Destination Marketing
and Management: Public Private Cooperation is
a sine qua non for success, surpassing in importance
natural resources themselves. Public Private
Partnerships (PPP) for developing Destinations
will be the subject of George Micallef who has
significant hands-on experience on the subject.
George Micallef has worked within
the tourism industry his entire life. He started
his studies and career in the hotel industry
and continued as a freelance tourism consultant
in 1987, while retaining his involvement in
the hotel industry. As a consultant, he has
undertaken a number of projects and assignments,
particularly relating to tourism product components
and planning policies, resort development, planning
and design.
Mr. Micallef is special advisor
to the Minister for Tourism in Malta, and is
heavily involved in leading a number of tourism
Private-Public Partnership projects for the
Maltese Government. His experience includes
product development and tourism planning policies.
He has also been involved on a number of tourism
projects with the Balearics Tourism Government,
and various Spanish Municipalities.
"The concept of PPPs in
the tourism industry, is not a recent phenomenon,
as partnership between the private and public
sector is a natural process, as the roles of
Government policy and the private sector are
complimentary, particularly in the tourism industry.
However over recent years the PPP process has
developed into a series of elaborate and sophisticated
implementation models, entailing long-term partnerships
between private tourism operators and Government,
or other Government authorities, even involving
international organizations. Without doubt,
however, the question of financing public -
private partnerships is the issue that causes
most problems. Various approaches and formulae
have been used over the years depending on the
nature of the collaboration, and this issue
perhaps is the most challenging and key, to
the success of every PPP project." said
Micallef.
Apart from a number of overseas
assignments, George Micallef has been commissioned
to deliver various papers at international fora
throughout Europe, West Africa, and the Middle
East. The organizations involved included INTA
(international Association for urban development),
WTO (World Tourism Organization), AIEST (Association
of international experts of scientific tourism),
Balearics Tourism Government, Egyptian Ministry
of Tourism, amongst others.
